On September 15, the Senate failed to advance the bill.

Then regulators moved quickly:

September 17: The SEC approved limited on-chain trading of tokenized stocks under a temporary exemption.

September 17: The CFTC allowed developers to build passive derivatives software without registering as brokers, including for crypto markets.

September 18: The CFTC filed new rulemaking for crypto transactions and markets.
